Two of the unsung quality-of-life signals: hospitals that meet international standards if something goes wrong, and tap water you can drink without thinking. The intersection of the two is a clean filter for the cities where day-to-day operational risk is genuinely low. Most tier-1 European, North American, and East Asian bases clear it. Many of the medical-tourism hubs in SE Asia (Bangkok, KL) have international medical but not drinkable tap water — those don't make the cut here. Strong shortlist for family nomads or anyone planning multi-year stays.
